Environmental Protection and Climate Change Budgets of Metropolitan Municipalities: An Assessment For 2021

The primary aim of this study is to classify1 the environmental protection and climate change (EPCC) goals stated in 2021 performance programs of 14 metropolitan municipalities (MM) and their affiliates (i.e. AF, water and sewerage administrations and transportation departments) with the highest expenditure under the goals of reduction, adaptation, waste and other environmental goals, and to examine the budgets allocated to these goals. Also, in this review, the pros and cons of the budgets allocated for the reduction, adaptation and waste related goals of 14 metropolitan municipalities will be evaluated together, and concrete policy recommendations will be developed as to the areas where the allocated budgets should be increased/decreased.
