The recent popular discourse about the utilization of public resources is based on the necessity for a transparent public accounts. The popularity of the transparency and accountability stems from two reasons. First of all, international organizations, especially IMF, emphasize the financial transparency in the process of restructuring the international finance after financial crisis. Secondly, this international context gives rise to the discussion of transparency of public accounts on a national scale.
Turkey should not wait for an external leading to find solutions to its acute problems. Turkey should discuss its own priorities and deal with them as quickly as possible through a proper timetable. TESEV aims at creating a partnership between public authorities and civil society representatives to provide permanent solutions. The prerequisite of a transparent and a participative administration is the sharing of information. The freedom of expression includes- regardless of the public intervention and national borders- right to have an opinion and information and also right to disseminate them.
